Transformation in progress

This brochure covers the Netherlands’ non-ODA efforts in Central and Eastern Europe in 1998: efforts to support social, political and economic reform. It is based on the Progress Report that was presented to the Netherlands Parliament by the Ministry of Foreign Affairs and the Ministry of Economic Affairs in July 1999. As a matter of course, this report included much material that parliamentarians need to perform their function of control, but which is of less immediate interest to the recipient countries and the parties involved there. This brochure only summarizes the portions of the progress report that are considered most relevant to those countries and those parties. Further information can always be obtained from the above Ministries and from the Netherlands Embassies in the target region. The Dutch government policy on supportive cooperation with Central and Eastern Europe rests on four pillars: 1) Promotion of good neighbourly relations, also in the framework of possible accession to the European Union. 2) Promotion of transformation to an open market; to a democratic state, based on the rule of law; and to a pluriform society, with positive interaction of civil institutions and public administration. 3) Promotion of Dutch trade interests, in particular where these can make a simultaneous contribution to the process of transformation. 4) Promotion of positive inuoluement of private enterprise and nongovernmental structures, both in the Netherlands and in the recipient countries.
